SLAC's legal counsel is charged with providing all required advice and assistance to help SLAC be in compliance with applicable laws, regulations, contract terms, the University's Founding Grant, policies, and procedures, and with providing every assistance to ensure that SLAC meets its research and education goals in a legal and ethical manner.

The University Counsel for SLAC is a member of Stanford University's Office of General Counsel.

Our Team

Saurabh Anand

Chief Laboratory Counsel for SLAC 

Saurabh Anand

Saurabh Anand is Chief Laboratory Counsel for SLAC National Accelerator Laboratory, a U.S. Department of Energy National Laboratory, managed and operated by Stanford University since 1962.  Saurabh provides advice on the full range of legal issues affecting SLAC.  He also serves as a member of SLAC’s Senior Management Team and Secretary of SLAC’s Board of Overseers.

Before joining Stanford University, Saurabh was an attorney at an international law firm based in Washington, D.C., specializing in government contracts law.

Saurabh received his B.S. in mechanical and aerospace engineering from Washington University in St. Louis, magna cum laude, and his J.D. from the University of Southern California, order of the coif, where he was Senior Submissions Editor of the Southern California Law Review.  After law school, Saurabh clerked for Judge Stephen V. Wilson in the U.S. District Court for the Central District of California, Los Angeles.

Ritu Bhatnagar

Senior Laboratory Counsel for SLAC

Ritu Bhatnagar is a Senior Laboratory Counsel, representing Stanford University and SLAC National Accelerator Laboratory. Prior to coming to Stanford, she served as the Deputy General Counsel and Vice President of Appirio Inc., a cloud implementation company, where she oversaw the company’s worldwide legal, governance and compliance-related matters. She previously was a technology transactions attorney at the Silicon Valley office of Latham & Watkins, LLP, where her practice focused on general business counseling, intellectual property, commercial contracts, licensing, and mergers and acquisitions.

Ritu received her bachelor’s and master’s degrees from Stanford University. She holds her law degree from University of California, Berkeley, Boalt Hall School of Law. After graduating from law school, she served as a judicial law clerk for the Supreme Court of Massachusetts in Boston. She is a member of the State Bar of California and the National Association of College and University Attorneys.

Steve Porter (Retired)

Senior University Counsel for SLAC

Steve Porter

Steve Porter is Senior University Counsel at Stanford University, and is counsel for the SLAC National Accelerator Laboratory, a research laboratory owned by the United States Department of Energy and managed and operated by Stanford University. He has been an active part of the DOE complex for more than 25 years.  Before joining the University's Office of General Counsel, Steve served as General Counsel at Los Alamos National Laboratory. Prior to his stint at LANL, he worked for Battelle Memorial Institute and its affiliates for 13 years, serving as Counsel to the Executive Vice President for Laboratory Operations at Battelle in Columbus, Ohio, General Counsel at Oak Ridge National Laboratory and managing the Legal Department at Pacific Northwest National Laboratory.  He worked for DOE for five years before joining Battelle as a government contracts and technology transfer attorney.  He also was in private practice for 10 years, with practice in the areas of oil and gas law, banking and real estate.   He began his legal career as an attorney for the Exxon’s coal subsidiary.

His practice areas in the past 25 years have included government contracts, employment, risk management, alternative financing of facilities at DOE sites, technology transfer, and real estate.

Steve is a graduate of Louisiana State University Law School, and holds a B.S. in Chemical Engineering from Louisiana Tech University.  He is a member of the Louisiana Bar and In-House Counsel member of the California Bar.
